What cooking cream do you have in mind? If I may suggest, whipping cream or heavy whipping cream can be alternative ingredients to milk when making the bechamel sauce (also known as white roux). You will have to reduce the amount of flour so that the sauce wont be very thick.

I am assuming that you are asking about sweetened condensed milk. I’m sorry, but not for this recipe. The sweetness of the milk will change the flavor of the entire dish.
